You can throw minnows in now, but honestly, I'd wait to ensure that you know the pond is sealed. It'd be a shame to have to throw away the $$ that you spent on minnows if you have to drain it again to re-compact it. You might not find out that it won't hold water until full pool. Since this is the 2nd time it's been worked, I'd lean towards not stocking anything to see if it is sealed first. Don't worry about the green water or algae until you know it will hold water.
