FA often grows on the pond bottom or at depth in late fall, winter and early spring. Then as it warms and starts producing more CO2 the FA starts rising to the surface where it ends its yearly life cycle. What is the water temp ? Generally, the water needs to be 50 + to have effective chemical treatment. Manual removal of FA is good as it removes excess nutrients with the blob of plant material.
