I suppose it's possible, but only if the aeration system is causing a thorough disruption of most of the pond's surface. This would make seeing into the water very difficult for hunting their prey. My small pond has excessive aeration (1/4 acre with 3 diffusers) and it does nothing to thwart the Great Blue Herons.
Disclaimer: I live far enough north that cormorants are non-exist ant, so I know little about them.
