They always remain your property, but can become regulated depending on the type of wetland. Mine are preconversion wetlands and since I'll be leaving the preexisting field drainage system in place, I can drain them anytime I want and they can be converted back into crop fields.

I could also do a Wetlands Reserve Program (WRP) on my place and then they would be a bit more regulated. Under WRP, they basically pay you 90% or so of the property value for converting them to wetlands. Not a bad deal if you don't ever plan on selling the place...
