Eliminate excess vegetation, and your pond may fertilize itself. Once the plants are dead, and decayed, nutrients are released, available for plankton uptake. You might need to nudge your pond with fertilizer, but wait until temps rise into the 60's, then start with a small dose of fertilizer, and see what happens.
