As noted above, I suggest personal protection of some sort as Sunil said, and find an attorney that will pursue civil action against the neighbor for ALL his trouble.

Brettski, here we would try just about everything else before contacting animal rights groups. Some of them believe it is wrong to ride horses or confine them with fences. They could make h2a's neighbor seem like a lesser problem.
