I absolutely like the attorney approach; asap. Also, pull a water sample of the new brew and get it tested asap at the nearest drinking water facility. Your county health dept will have places to take samples for testing; often a nearby hospital.

Also, is there not a division of (or similar chapter) of the Hooved Animal Society in your neck of the woods? If this water comes up tainted in any certifiable way, your neighbor just attempted to poison your horses. They would definitely be interested and able to push the right buttons.
