Technically, they are allowed in certain counties. As a practical matter, there are so many restrictions and potential penalties that it is almost impossible to stock them. A fish supplier that I know is permitted to handle them but won't because of the potential to put him out of business if he can't positively account for every fish at all times. It is a shame because they would solve a major problem for countless California pond owners. The politics of California will drive any sane person crazy! So, in a state full of tree huggers where a practical biological solution is available, many tons of chemicals are being used.
