Any idea what is stuck to the fresh water pump in attached pic? The one acre, 24’ deep,
pond is located in the Northern California.

The pump is a submersible that was mounted in a floating cage just below the surface. After repairing or replacing the pump and putting it back in, is there a way to prevent the build-up from occurring again?-1

I don't know what they are, I'd say barnacles but they aren't in fresh water. I'd scrape them off, wire wheel the outside, paint the outside of the pump with boat anti-fouling paint and put it back in the pond.
