No. No. Not american pondweed. It is not even in the pondweed family (Potomogeton) . Someone from TX may know what it is.

Please advise. I have access to a lot. Thanks! Are those plants growing submerged in the pond? Or were they submerged by a flood? Or are they emergent or marginal plants?

They’re growing in the water and at the surface.

A picture or 2 of the plant in the water would be a big help. I've got a thought, but seeing it in the water will help us all.
