This is overtaking my pond and is along the edges of the banks. I was going to just use RM43, which is Glosophate and Imazypyr, But i do not want to kill the very few fish I have in the pond.[Linked Image from i.postimg.cc]

Does this look familiar? RM43 will work with a non-ionic surfactant. If it is water leaf, be forewarned that it's nasty and hard to totally eliminate. It spreads through hair-like roots, and can even spread onto the dry shoreline if the water table is high enough.

The leaves are too broad to be water leaf. Will any normal 80/20 surfactant be considered as ionic?

If you're using Farmworks 80/20 surfactant from TSC, then yes, it's a non-ionic surfactant.

Does it look more like this?

OK, this is Smart Weed. It's great for fry and fingerlings, but it does freely spread through dropped seeds. It can get invasive, but I leave it alone because of the size of my pond. Also, there are 4-5 variants of smart weed, but they are all kinda/sorta the same.

Your RM43 and the 80/20 should work just fine.
