I am just a little ways SE of you. We have definitely been in a serious drought. I didn't know if you managed to catch one of those supercells that drops a couple of inches of rain, but only in a small strip of the state. So far, our winter wheat has had two rains of .10 inches during the entire spring. I don't think that was enough to wash the dust off of the emergent leaves!
The good news is that your water well appeared to easily handle filling your pond. You should have no problems keeping your pond at "normal pool" level after you get the construction problems resolved.
Good luck getting your pond squared away this spring, and then moving onto the fun job of creating your fishery!
