Wouldn't these block photosynthesis and create issues?

Shade Ball ExplanationI have seen them used in hot, dry area reservoirs to reduce evaporation loss.

Good explanation Theo. I tried to post a link when posted the question; but my phone was not cooperating.

Shade Balls - What ecological impact do these things impart to the aquatic food chain or web? Significantly restricting sunlight getting into the pond or lake has to have a measurable affect on the productivity..

Theo's comment matches the usage that I have seen of shade balls.
To expand on his comment, I have not seen these utilized for "ponds". Instead they are generally used for open-air freshwater reservoirs that are primarily a source of water for human consumption.
I would expect that reducing algae growth is considered a benefit in these applications.

"According to the Los Angeles Department of Water and Power, shade balls could keep contaminants out of the water and reduce the evaporation of the reservoir by 85 to 90 percent during a drought" (Jul 19, 2019"https://www.pbs.org/newshour/scienc...into-the-la-reservoir-may-not-save-water
