i have treated with aqua shade but it did not seem to do anything foe this weed in particular. Looking to identify it and find out what I can use to kill it or at least curb it significantly.

Hard to tell without a better close up picture of an individual strand by itself but my guess is Curly Leaf Pondweed.
Fluridone (Sonar A.S.), Aquathol K, Reward, etc.

If the elliptical leaves are attached to the stems with the very narrow leaves it is a Potomogeteon aka one of the common name "pond weeds".
