That will work until the pallets waterlog and then they will sink.

I built and anchored stacks of 4-5 pallets and tied them down with steel t-posts. I put them in deep enough that the top pallet remains submerged
during periods of low water. My pond is in the front yard and the Mrs. didn't want to look at pallets. If not for that I would have added two more to
each stack.

If you don't mind ugly you could use a piece of foam board insulation tethered to a cinder block. Pretty much anything that provides a submerged
horizontal-ish surface will be used by FHM for spawning - downed trees, dock floats, etc.

No, they like staying in shallow water.

So would it be best to see where the water level returns to after the runoff and then put in some structure for the fatheads to spawn in? If it was like years past and the pond filling to where it overflows it would be a lot easier, but last spring never got anywhere close to filling the pond, in fact it only came up an inch or two during runoff, guess that's why by July it was dried out... So far we have had some recovery, but at this point it doesn't look like it will fully recover... I'll keep an eye on things and do what looks best when things start to happen... Later J

It's a roll of the dice with fluctuating water levels.
