Tracy, I didn't want to say it, but I'd be ok with a single day permit fee. If it listed the type of fish you could move, what lakes/streams were off limits, and limits for each fish type, then there would be no grey area. TPWD could put a few extra bucks in their pocket, and we could be legal too. Win, win.

Good thinking Tracy & Fire!
You have to "know" the regulations really well to come up with a workable solution that stays within the regulatory framework.

People around here mostly bucket stock their ponds with wild caught fish. They just don't say much, if anything, about it, or likely don't know what the rules are. Many pond owners don't even seem aware of trucks selling live fish each spring. Mine came from both the fish truck, and a friend's private ponds. I don't know where he got his original stock several years ago. Mine may be several generations or more removed from public water stock.

Game Warden found us seining a boat ramp at Lake Amon Carter quite few years ago. He told us that they weren't, due to a disease of some kind, legal to stock but were ok for a trotline.
It's not about the fish. It's about the pond. Take care of the pond and the fish will be fine. PB subscriber since before it was in color.

If you buy a car license plate that is offered in supporting lmb and TPW where that money is dedicated to and goes directly into the stocking of gamefish in our lakes. Maybe that might be a good rd to travel for contact and suggestion to the TPW as to trapping/transporting things like TFS from public waters. That would be nice because TFS are expensive when buying them.
Do not judge me by the politicians in my City, State or Federal Government.
