How hard is it to get pencil reeds/bulrushes established in a sandy/gravel bottom lake that contains Grass Carp? I would like to add them as a way to slowly get weedgrowth reestablished in my lake that has been decimated by Grass Carp or shall I say the devils tool of controlling weeds.

If the water is only a few feet deep you can put fencing around the plants to keep out the grass carp.
