I have this scum that pops up and stays until it rains or I think if I spray with cutrine plus. can anyone tell me what it is by these poor pictures?

It looks similar to the dying algae bloom on edge of our pond. Perhaps someone with more experience with it will chime in.

Top photo looks like the dreaded filamentatous algae. We have been fighting it in NY for the past 2 summers. It was really bad this year.

I agree with Tuzz that what's just under the surface appears to be FA. I had interpretted the question to be about the surface film above the FA, perhaps incorrectly.

The "surface film" above the FA reminds me of the the dust the we see on our pond when they are harvesting soy beans upwind of our pond in the fall.

the green tinted stuff has no structure at all meaning it will just spread if you run a paddle through it, I have posted before and it has been suggested that it mightt be die off left overs from WM and DW but it has been so long since I have had any, around june I think, Goes away after a rain and nice and clear then it comes back , I was thinking the FA is more of a stringy type algae, Was thinking that it might be a plankton type algae but I havent been able to id it, I think I will try to round me up a micro-scope for my veiwing pleasure

Sounds exactly like algae bloom. It clears up after a rain here as well. The DNR guy told me thats what it was.
