Sorry poor picture, this is either a 3-4 yr old bass only 12 inches lond and sorry I didnt get a weight,Wasnt think that far ahead. I thought by now this fish should be bigger can anyone tell by the picture and what little info I have presented if this fish is stunted

My 2 cents worth judges it to be a couple of ounces under 100% RW - a little thin.
Are you sure it's 3-4 years old? That seems kind of old for 12" long, especially if it was an initial stocker.

First stocking he stocked was in 2002 then he stocked again in 2003 with 20 more. I dont know what the quanity that the first stocking were but he did also stock with BG but none have been caught this year or last I believe. He let a buddy drop in a couple 4 lb bass couple years ago and I was thinking that he may have disrupted the system, I didnt catch but 1 fish but seven were caught yesterday and 1 was just under 14" and the rest were around 12" he does have cc but I havent seen them, This pond business is fun to figure out

That bass probably isn't 3 or 4 years old. It's likely a baby spawned from those 3-4 year olds. A 12 inch bass this time of year, with good body condition is probably 14-15 months old. A population of bass with 3-4 year old fish should have a range of age classes that also include 1-2 year old fish and young of the year from this year...those fish should be 4-6" right now.
Teach a man to grow fish... He can teach to catch fish...

I hadnt thought about them being the offspring because everytime I fish this pond I have little luck and if anybody catch one it is between 12-14" so I was assuming they were stunted. I think the BG population very low or none, use to you could see them hanging around cover but then again the pond may only have 6' of water right now.
