Fluridone would be my plan. Just Sonar or Whitecap the hell out of it. You need something systemic for sure, as that stuff roots, and mowing can actually spread it. Stuff is so delicate it is meant to break and reproduce. Some say Grass Carp won't touch the stuff. In fact, no known biological controls for it. I've never that, but some studies say so. Nuke it. I wonder what the bill would be for Sonar or Whitecap for a 25 acre lake though? Just asking.
If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.

Problem is you can throw everything but the kitchen sink at it and lose time and money and accomplish nothing. That stuff is legendary bad. It can actually crash a pond/lake all by itself.

Would it be practical to let the water level drop and bump off the weeds in shallow water by baking to destruction in the sun... then let Autumn rains fill the pond back up...
Shallow fertile water is always going to be invaded by something...

I've cleaned up some pretty nasty chara with grass carp. I generally use about 7 per acre and the magic happens in year 2. Of course, this year all bets are off without several repeated shots with chemicals.
It's not about the fish. It's about the pond. Take care of the pond and the fish will be fine. PB subscriber since before it was in color.
