I sometimes wonder the accuracy of each state's manuals. They often over simplify things and don't put much faith in the average pond owner's ability to manage a fish community. My experience here in VA is that BG will overpopulate unless the bass are stocked before them or the bass stocked are advanced fingerlings.

No doubt about some of them being dated. They are written , by virtue of their public charge , for the average landowner to keep things as simple and tried and true as possible. They can't be giving out high risk advice to the general public. They are not written for active pond managers like most here. They do for the most part contain good valid info on the basics.
