First year pond and have fertilized twice this spring. We are in South Louisiana. I used the recommended P per acre from a liquid source of 8-27-0.

That looks like quite a bloom to an absolute rookie. Looks like whatever you used really got the green stuff growing.

That's filamentous Algae, not planktonic. I sure wouldn't fertilize anymore at this time.

That is wind blown dead/dying planktonic algae in a normal heavy daily cycle. The whiteish bubbly stuff is from busted algae cells - protoplasm. Hold off on any more fertilizer until you have an 18 inch visibility. This often happens when there has been a limiting water condition (low alkalinity for example) and it is removed and the fertilization process jumps to life resulting in a major bloom. Also happens upon a first fertilization process application in a productive pond ( but low on N , P or K - fertilizer components).

Thanks. I added 23 tons of lime about six weeks ago. Ph is 7+ and I suspect the alkalinity will come up over the three or four months.
