Can someone tell me if this is one of the bad invasive carp? My brother in law snagged it yesterday through the ice.

No, it looks like a Buffalo fish to me.

Google "Ictiobus" It could be a Bigmouth Buffalo or a Smallmouth Buffalo

Yes - I agree a buffalo fish, I think without a close look it is probably a black buffalo. The 3 buffalo fish bigmouth & smallmouth and black in MN are sort of hard to tell apart. There are also hybrids of buffalo fish.

Here is a very good link for how to separate the 3 buffalo fish: smallmouth, bigmouth, and the black. Note the two pictures above are of different fish. The bottom picture has a summer open water background not a picture of the ice fishing snagged fish.
