I've got some damage to a double walled plastic drain on my dam. Even though the interior wall is ok, water finds its way through the exterior and to the seam between pipe sections and just pours out.

Anyone have an opinion on the best way to repair this?

I have no experience with this, but look into plastic welding. Aside from finding someone to do it...it's likely your easiest solution.

The best way to repair plastic is welding. Imagine sort of a solder iron mixing the plastic filler with the existing pipe. Be gentle and patient!
Knowing the type of plastic for proper bonding with the filler rod is key, it looks like HDPE. Do a trial in a non-critical area first.
Look up plastic welding on you tube.

The second best way would be a two part Poly-weld adhesive. Again do a trial first to ensure a good bond.

If you decide to go the second way, I'd fill that rib first, with a product called Great-stuff expanding foam.
It will ooze out, don't worry. Wait for it to dry, then use a wire brush to clean the area down to the pipe.
Apply the adhesive patch over the boo-boo.

How bout fiberglass? Will it stick to plastic?

+1 for the spray foam then epoxy. Might not even need the epoxy afterwards but wouldn't hurt. That spray foam is pretty good stuff. We use it running any utilities through basement walls. Spray it around the main water coming in. No leaks ever.

Flex seal smile Kidding aside, I have used some of their products where I was not pleased with some results. But, there is one that comes in a gallon can like a paint can, I am pretty sure it would work. easy to spread it in the area needed and the product sets up really well. I'm pretty sure it would seal that hole up.

there are 2 types of foam. Use the one made for rock ponds, it dose not soak up with water.
