I have a plant that is out of control in the summer. It is a ivy-looking plant that has white flowers growing above water. It is rooted near the bank and spreads outward, nearly covering the top of the water. Any help is great.

Sounds like it could be water primrose. Fairly difficult to eradiciate. Glyphosarte and 2,4 D both work but you have to stay on top of it to completely rid of. I'm sure others will give more details.
