What plant is this? It's starting to become a problem at my favorite public fishing hole.

I would agree with you essup looks like what covers the edge of my pond last year. It started a couple a years ago by the over flow and with in two years went all the way around. Its a little slower this year but I'm seeing signs of it.

Yes they do... plenty of beds can be seen in about 12" of water where the plants aren't quite as thick as the picture I posted. I even pulled some perch out of it too. Over the past 3 years it has almost completely filled in 2 sides of a 10+ acre reservoir.
