I fear PS and GSF will not spawn frequently enough to develop a forage base to support your predators. I totally understand your concern regarding BG in a Northern fishery but just something to keep in mind. You could consider supplementally stocking a different forage species like GSH or some other minnow species to help take the pressure off your PS and GSF. In the end if your predators have super low WR you can always stock BG and their presence will be known in a short while.

If you only want to stock PS, then I'd look at obtaining as large a PS as you can find... http://www.fingerlakesaquaculture.com/Index.html This hatchery in NY carries them. I'd stock around 200 if you can get them over 5". Get them soon so they spawn this spring...

Back to your original question about vegetation... Controlling it won't be as easy as walking into a store, buying a jug of chemical XYZ and spraying it.
NYS is very strict about what aquatic herbicides you can use. You can't even buy most of the chemical solutions previously suggested without a license. I haven't looked into the licensing process but be assured, it probably won't be free or easy - especially in this state. In the end, it might be worth hiring someone.
