Between 1974 and 1976 the U.S. fiscal year transitioned from July 1 to October 1, because congress could never get annual agreements completed by July 1. I don't know when it changed, but if my history is serves me right, the fiscal year in 1776 coincided with the calendar year.

All I can say is that this whole mess of preparing for the government shut down cost me a lot of time and aggravation this week, and it probably cost my private employer somewhere in the millions. It cost hundreds, maybe thousands, of our subcontractors.

Yesterday should have been my first day of vacation so we could start our trip towards the Pond Boss conference. As of 9:00 PM last night, I was still shuffling people who may not have had work this morning, or as of Monday morning. I'm still going to be dealing with this mess on Monday morning.

We had to call people back from flight testing, many other types of vital work, and from sites worldwide if the government had closed. We had to give up time slots in very difficult-to-schedule places. That vital testing will be now be put off by 6 to 12 months. We had to buy plane tickets for uncounted engineers and scientists all over the U.S., and all over the world, who were going to have to fly back for a layoff if the shut down occurred. Now we have to try and get these flights re-funded. In today's economy, that is not easy.

The 800,000 Federal workers who were to be without work was just a very tiny droplet in a bucket, compared to all of the workers who require access to U.S. government facilities or personnel in a very wide variety of U.S. and world-wide actions, including inspections, testing, repairs, etc. To call these jobs "non-essential" is not quite accurate, especially if you are in a dangerous and far outpost. If the world were a perfect and peaceful place, without disease or need of research, that may be the case. The Somali pirates won't slow down because we do. The drug cartels won't slow down because we do. The Japanese tsunami disaster isn't going to quit radiating because we can't provide monitoring and technical assistance.
