is there a way to use AC power from a boat house to shock unwanted fish when they come up to a feeder, then net them out?

Not unless you have the control box needed, and all the ones I know of run on a noisy generator including mine. They're not cheap either. Even if you could come up with something it wouldn't take long for your fish to stay away from the feeding area after a shock or two. I know I'd stay away from the dinner table if I got shocked there!

If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.

Check to be sure that is legal.
Second be real sure you are not standing in a wet spot on the dock.
