One thing that often works in the hunting world is to give one of your neighbors who likes to fish excusive fishing rights under your rules. I am fortunate to have a very trustworthy neighbor who pulls 60 bluegill and 10 small largemouth out of my 1.3-acre pond each year. He also catches and releases SMB in another of my ponds and traps my place after deer season is over. If anything is awry, he makes sure that I know about it. If you trust one of your close neighbors, you could allow them to fish in return for calling the police if they see trespassers. Things should be simpler, but society is what it is...
