NRCS - Natural Resources Conservation Services (Div of USDA) was very helpful here in Iowa. Not sure how good they are in PA, but some folks swear by them (me, for one) and others can't stand them.
Give them a call...I was able to get cost share from them on two ponds, trees and prairie grass. Others...not so much help.
