It is my understanding, possibly flawed, that foreigners cannot own 100% of the property.
It's not about the fish. It's about the pond. Take care of the pond and the fish will be fine. PB subscriber since before it was in color.

My knowledge of ownership of Mexican properties relates only to property within coastline areas.
99 year leases are permitted to encourage degelopment and/or ownership of vacation and residential properties, protected by U.S. title insurance.

Hey all. Thanks for the interest and feedback. I had thought that some of the Texans here would have some experience. I have read lots on line about the topic. I am very leary, however, to pick up a real estate person via the internet. It its tough enough to find one in the states who really has your back let alone one off of the internet in a foreign country.
As Rad says...If you are not living on the edge you are taking up too much room. While we cannot make a permanent move now, we would like to start planning for that future place. I thought that land may be cheaper down there. A co-worker has bought a place in Aruba that was quite reasonable, and that got our wheels turning. Anyway, thanks for the help!
