why fight it and bring the liner all the way out of the pond? doze in a perimeter ledge 6-inches or so under highwater mark, about the width of a bobcat bucket, bring the liner up on that and cover with landscape fabric and gravel and large rock. you'd have to give yerself a couple places to get in and out, so use large flat rocks there. you could also inhibit sedimentation run-in by slightly berming the perimeter above this structure, hydroseed banks immediately after construction.
