I'd say the pipes sticking up could serve many uses in sort of a quick-change drop-in set-up. A railing could be used when little ones are on the dock. It would be a good place to mount a couple of bassboat seats, bench seat, fish feeder or even a post for a lantern. It might even work to launch some mortars or bottle rockets on Independence Day.
