Who says you can't cross state lines with them? You can as long as they follow your states disease testing protocols. That is, unless Iowa has prohibited interstate transport of trout. The Feds did do this last fall and early spring but only temporarily.
You need to find an intrastate source or interstate source that delivers. Usually state fish & wildlife angencies have a list of suppliers.
