Your configuration is almost identical to what I've done with drain tile and fence posts, i.e. vertically stacked cylinders. I will absolutely assure you that the bluegill will use these at every opportunity, provided they aren't being already used by a bigger fish. Even then the larger BG will head butt a bass to make room. No kidding...I've seen it happen.
Mine are placed in such a manner that the deepest cylinders are just off the bottom in seven feet of water and it reaches to where it's just below the surface. The bluegill utilize all levels of the condominium.
I've also been having fun by sprinkling nightcrawler parts around the structure a couple times each week. It's now very easy to catch a bluegill immediately if you throw a jighead/crawler combination.
