Always compact clay in a new dam. Always. It always needs it. My favorite comparison came from a liner salesman. He asked, "What device holds water better than anything on the planet?" Answer? A bathtub...except for that little-bitty hole at one end. All you need is one little bitty fracture or "hole" in the clay and you have a bathtub.
