Here's what a taxidermist colleague said that raised pheasants,
"The bird is a first year golden pheasant male, it won't be full color until it molts again next summer and finishes coloring out into the fall. If there are black and white bars on the tail, as it appears in the photo, then it is definitely a Golden/Amherst cross. Someone also mentioned the red color th the crest as an indicator of a cross, the photo isn't good enough to really tell if the color is right for that or not.
