My "reefs" were a bit different. I stood 2 rows of tires next to each other and ran a 3/16" galvanized cable through one row and back out the second. I used my tractor and pickup but could have used a tree, or telephone pole with the truck just as well. Attached one end of cable to tractor, and other to the truck via a come along jack. I used this to stretch the cable very tight and then double clamped it in place.

I did 3 of these things and was able to place them along one shore angled outwards to deeper water and now they lay in from 2 to 6 feet of water over about 30 feet of distance. Used about 80 car tires of various sizes. The "loop" of tires allowed me to lift some up so that I have structure in all 3 dimensions instead of just on the bottom.

3/8 drill bit used to punch holes all over each tire so they don't float and just stuck them in place over some steel fence posts to keep them from sliding down the fairly steep bottom until they get anchored by mud/silt. Worked pretty neat and did all three in about 2 hours.
