You can easily drill holes through either the sidewalls or the tread of tires, steel-belted included, with an electric drill. I have done this with bits up to 3/8" in size; it should also work with larger bits (up to 1/2" I would guess) if you use a larger drill (say one with a half-inch chuck and a second handle). The bit gets rather dull for regular use after a few tires, but not too dull to do more tires.
