Pros, it kills vegetation by making the plant unable to produce chlorophyll.
Cons, it is toxic to fish. Another product with the same chemical properties (called Rodeo) is labelled for aquatic use.

George : I have had outstanding results with Habitat on cattails and willows. It works on a bunch of plants as per the label. It can be purchased in quarts. While not cheap one quart will cover a very large area. Here is the label. http://www.cdms.net/ldat/ld6H2005.pdf
