What a fish, and what a true sportsman that caught it!
Regardless of the foul hook, that guy is a real sportsman, and deserves the record. Releasing the fish more than makes up for the foul-hook and the lack of proper measurements, and makes Mr. Winn a super sportsman, IMHO.
How many fisherman would have released that fish, and how many would have it hanging on their wall? Let those among us that have never foul-hooked a fish cast the first line.
