Are you sure it's not an indoor aquaculture facility known as an RAS (recirculating aquaculture system). If so it doomed to fail IMHO. Why? Because the capital costs are too high and they are very high risk. No one that I know of in any state has made it profitable long term, and the ones that are doing it now are either subsidized or hanging on by a thread. Just went to a presentation one these systems. Some tweeking still needs to be done to make them profitable.
