I would pass on the electro-shocking. Fish, fish, fish and keep detailed records. Cull anything that is under 14". Increase and diversify your forage you will get your bass going in the right direction. Make sure you stock forage that is large enough not to become a quick snack but have chances to spawn. How is cover or structure in your pond?
