10 years between catches would almost eliminate spawning as anything but a remote possibility, plus if there were more than one in 1995 they would be huge by now. They are fast growing and difficult to breed in a pond situation. I would guess that the second one came from the same type of source as the first. Hobbist with a fish that got too big for their tank.
As an aside, I stocked some pacu on 3/24 at 1 3/4" caught 1 two days ago 15 3/8" 2lbs 3 oz. great fighter.

1/4 & 3/4 acre ponds. A thousand miles from no where and there is no place I want to be...
