Before "pulling the trigger" on this project do diligent homework. Initially the concept sounds good. Dig a hole and grow your own forages. Cheaper and easier.???? Maybe not after several years.

One very important task is talk to or communicate with those that have or had a "minnow" pond. They will educate you! As FishinRod noted there are numerous threads on the PB Forum here about minnow ponds; mainly as design and fathead minnows - a lot less good info about management. As I recall there are very few PB Forum members who have built a minnow pond and then returned to provide helpful advice of what they would have done differently and how the pond is doing after several years.

One thing I highly suggest after having one is save the dirt that came out of the hole. As the pond ages and becomes more and more problematic with all sorts of difficulties and your needs change you have the dirt to fill it back in.
