They now make remote operated valves. I believe you use a small solar panel and battery for the "force" to operate the valve.
Communication with the valves is usually the more difficult problem. However, there are two newer systems to communicate. Either 4G (each valve uses its own SIM card) or LoRaWAN (one gateway covers all valves wirelessly). Both would require a monthly fee.
However, if there is someone with a WiFi connection in the area, you might be able to reach that with an extended range option on the valve communication.
