I could add some cover habitat but have avoided doing so as we occasionally use a jetski and I didn't want any injuries. There is a part of the pond that is 15+ feet deep that I could probably add something to. But would that be too deep? Tilapia won't survive our winters.

7-14 per acre of vegetation, not surface acres.

That is one of the good things about Tilapia. When they die in the Fall the scavengers take them out of the pond, removing nutrients that they sequestered in their bodies as they grew.
