While creel data (fishing) is helpful it can be inaccurate. Both BG and LMB have a heritable trait of becoming uncatchable. See below. My guess is you need to remove more LMB in the 12 inch range. Here is what the creator of RW said. Prof Anderson - who literally wrote the book on RW posted.
Keep taking <12 in bass until the number 8-12 equals number 12-15. Ideal pond structure is 40% 8-12, 40% 12-15 and 20% 15+
