If they are currently pumping the lake down, you might consider completely killing the fish and starting with a blank slate.
It seems wasteful, but you might have much better results on your Fishery goal if you have control of all of the initial variables.
You will probably need to hire a professional to rotenone a large body of water. (4Corners may know the Colorado laws.)
